P&P is a Transport Scotland funded programme being offered across all of the Scottish Regional Transport Partnerships, including Tactran. The programme will provide support for Community, local and regional projects that support sustainable transport behaviour change. The programme focuses on specific themes, including supporting Schools and Young People, Communities, and Workplace travel behaviour change. It also supports building capacity and capability across the region. 

The Tactran programme will support projects in all four Local Authority areas within the Tactran region. These are: Angus, Dundee, Perth & Kinross, and Stirling. Our neighbouring Regional Transport Partnerships are also providing support for similar projects in their areas. Tactran support is split between authorities based on size and population. 

The P&P programme seeks to support a mix of capital and revenue projects.  Capital expenditure involves investments in assets (for example infrastructure) that typically yield benefits over a long period of time and is generally expenditure that is meant to acquire or upgrade fixed assets. Resource expenditure are costs incurred in the day-to-day operations of a project. These expenses are necessary for maintaining the operational efficiency and ensuring the smooth functioning of a projects core activity. The key characteristics of resource expenditure is that spend occurs regularly and is necessary for ongoing operational activities. It is intended that the P&P programme will include a mix of capital, revenue, and mixed projects. 

The P&P programme is being closely coordinated with the local authorities to make sure that projects support the activities of the authorities, including their Sustainable Transport infrastructure projects. This includes a liaison group that will engage in the oversight of project delivery, and in the assessment of projects from the outset. 

Yes. There is a specific fund intended for community projects including rural areas. Tactran are working with local community organisations to encourage rural as well as urban project development. Locality and Regional projects, provided at a wider scale, will also be encouraged to support rural communities. 

Yes. All the regional transport partnerships work with Transport Scotland to support and regularly update a standard framework for monitoring. This will be applied by each of the RTPs to their own projects. We will work with each project partner to ensure that the process of collecting M & E data is as simple as easy to use as possible. 

Funding is dependent on Transport Scotland funding being awarded to Tactran for the 26/27 financial year, so we are unable to give an exact figure at this time. This also includes the split of capital v revenue funding. It is anticipated that the programme and funding will be similar to last year, including more funding earmarked for capital than revenue.
